17 - Bulgaria - Private education
In compliance with the Higher Education Act, private higher schools are established on request of
physical bodies or legal entities. They have to be entitled to ownership of the real estate, movables
and premises, necessary for preparing specialists for study, scientific, artistic and other activities
corresponding to the particular field of the respective higher education institution. To open a private
higher school, it is necessary to prepare in advance a draft financial plan ensuring its activity.
A
constituent act is enclosed in the draft for the founding of private higher education schools. It contains
the following details:
• type, title and headquarters;
• object of activities;
• name (company) of the founder;
• property submitted by the founder for the needs of the higher school activities as well method
of financing;
• management of representation;
• rights and obligations of the founders;
• responsibilities of the founders in case they participate in the management of the higher
education school.
Private tertiary schools have the right to receive subsidy on a competitive basis both nationally and
internationally together with state tertiary institutions.
