18 - Estonia - Organisational variations, alternative structures

The activities of the Estonian Information Technology Foundation can be given as an example of close and targeted cooperation between educational institutions and employers since the foundation’s work is aimed at improving the study process in the ICT field and also at supporting ICT related development activities in Estonia. In 2002, the state ICT higher education programme. "The Tiger University" was launched, aimed at supporting the development of Estonian higher education institutions’ ICT infrastructure and at improvement of the study environment. In the following years, the e-University and e-Vocational school projects have been successfully launched on the higher and vocational education level, providing a basis for involvement of ICT applications and development of e-learning in the study process.

At the end of the 1990s, "open universities" that have made the acquisition of higher education more accessible for people working full-time, were established by higher education institutions. Studies are conducted in a flexible form, based on independent study and distance learning.
