All universities are state-owned. Polytechnics are either municipal or private.
Private professionally oriented higher education
The Council of State can give permission to a registered Finnish company or foundation to provide
polytechnic education. The prerequisite for the permission is that there is need for the polytechnic
education in question and that it fulfils the requirements set for polytechnics, for example regarding
quality of operations.
