03 - Iceland - Specific legislative framework
The Higher Education Act, enacted in July 2006, establishes the general framework for the activities of
higher education institutions. The role of each public higher education institution is further defined in a
separate act of parliament on its activities. The charters of private institutions define their engagement
in research, internal organisation, etc.
At present a special legislation applies to each higher education institution. These legislations are
under revision.
Two higher education institutions were under the auspices of the Ministry of Agriculture, Hólar
University College and the Agricultural University of Iceland, untill 1 January 2008, when they came
under the Ministry of Eudcation, Science and Culture.

Legislation on the Science and Technology Policy Council was enacted in 2003 with the purpose of
strengthening science, research education and technical development in the country. A council
appointed by the prime minister is to make a policy declaration for science and technology for a threeyear
period.
