07 - Lithuania - Registration and/or tuition fees
In 2002, amendments to the Law on Higher Education were adopted by the Seimas, establishing a
fixed amount of tuition fees (LTL500 (145 EUR) per semester) for students of public higher education
institutions. Since 2002, entrants to undergraduate and integrated study programmes at public HEIs,
and, since 2006, to the second stage of studies too, have been able to occupy fully state-financed
(their tuition fee is fully covered from the state budget) or partially state-financed slots. The rest of the
students (the so called "commercial" students) pay a full price of the studies.
Free-of-charge higher education is granted only to students of public HEI whose academic
performance is considered to be sufficiently good. They are the best-performing 30% of the total
number of students in each programme in the given semester (excluding the so called "commercial"
students). The assessment of students’ performance in the first semester is based on their admission
score. The tuition fees of no less than 50% of full-time students short-listed by the HEI through a
competition procedure based on their academic achievements (in the first semester, based on
admission grade score) are covered by the state. Each year the Government establishes the share of
first year students, broken down by the stages and forms of study, whose tuition fees will be covered
from the state budget.
The cost of studies for full fee-paying students is established by the HEI in coordination with the
Ministry of Education and Science and is indicated in the admission rules. On applying for admission to
public higher education institutions, entrants are required to pay a registration fee, which, in the case of
failure to be admitted, is not paid back. Persons having neither parents nor foster-parents, persons
raised in care homes and persons with group I disabilities are exempt from registration fees. If/when
there is a free state-funded position, fee-paying students can be granted it through competition.
A full cost of studies at a public higher education institution is paid by:
Persons who are admitted to the same or a lower stage programme they had completed in a
state- funded HEI and who had fully covered the cost of not more than half of the credits ;
Foreign citizens if the international agreements of the Republic of Lithuania or other legal acts do
not provide otherwise,
Persons enrolled in two or more programmes of the same stage of studies, if the cost of at least
one of the programmes is fully or partially covered from the state budget (they are charged a
tuition fee for the second and the other study programmes);
Part of students enrolled in part-time (evening) and extramural study programmes.
Persons following non-consecutive programmes or repeating separate academic subjects of a
consecutive programme in a public HEI are charged the cost of studies proportionate to the scope of
the academic subject.
The cost of studies at private schools is established by agreement.
University
Since 2007 students have been charged the tuition fee of LTL520 (150 EUR) per semester (LTL1,020
per academic year).
In 2006 the Government ruled that the tuition fee of the following groups of students admitted to fully or
partially state-financed places shall be covered from the state budget in accordance with the academic
achievements of students (in the first semester according to the admission grade score): 50% of
students following university first stage, integrated and second stage study programmes; 100% of
students enrolled in the first stage study programmes at the General Jonas Zemaitis Military Academy
and the Law and Police Activities and Law and Border Control study programmes at Mykolas Romeris
University. The same ratio was planned for the 2007 admission to university programmes.
The tuition fee system is not applied in the third stage programmes at state-financed universities.
Doctoral and postgraduate art students, except those following extramural study programmes, are
charged no fees.
The size of university tuition fee which students covering the full cost of studies are charged depends
on the stage of study and the programme chosen. It can range from 2000 Lt (580EUR) to 7000 (2030
EUR) per academic year in Bachelor degree programmes and from 6000 Lt (1740 EUR) to 24000 Lt
(6956 EUR) in doctoral studies. The average cost of university studies in 2006 was about 5500 Lt
(1594 EUR) per academic year.
Students of non-state-funded universities cover the cost of studies themselves. The amount of fees is
determined by the HEI. In Bachelor programmes it is within the range of 2,500 Lt (725 EUR) to 6,000
Lt (1,740 EUR) per semester and in Master programmes from 3,800 Lt (1,100 EUR) to 7,000 Lt (2,030
EUR) per semester.
College
According to the admission regulations approved by the Government of the Republic of Lithuania,
tuition fees are covered by the state to 50% of students following non-university full-time programmes
and 50% of students in non-university extramural study programmes who were admitted in 2006 to
fully or partially state funded places. Whether the student is to pay for the studies or is exempt from
such payment is determined by his/her study achievements (the entrance results in the first semester).
The amount of tuition fees in non-state-run colleges Kolegija is between LTL1,500 (435Euro) and
LTL3,000 (870 EUR) per semester. Foreign citizens pay from LTL1,000 (290 EUR) to LTL4,000 (1,160
EUR) per term.
