Higher education is accomplished through universities, institutions, academies of study and postuniversity
studies schools. The mission of the higher education institutions is either education and
research or only education. Establishment of the higher education institutions is possible only through
dedicated laws, according to the institutions accreditation and diploma recognition procedures (Law
88/1993 amended through Law 144/1999).
Specialisations and specialisations groups’ nomenclature
are established by the Ministry of Education, Research and Youth in cooperation with the Ministry of
Labour, Social Solidarity and Family and upon consulting the National Council for Academic Evaluation
and Accreditation, the higher education institutions as well as other interested players. Higher
education institutions usually include several faculties, university colleges - colegiu universitar,
departments, chairs and units for scientific research, design and micro-production.
Short-term higher education is provided in university colleges - colegiu universitar established within
long-term higher education institutions. Long-term higher education is provided in universities and
academies of study, within faculties and specialisations authorised or accredited.
Post-graduate education (also referred to as 'post-university studies') is organised in higher education
institutions and post-university studies schools accredited for this purpose and is accomplished
through: DEA studies, master-degree studies, academic post-university studies, doctoral studies,
specialty post-university studies, in-service post-university training courses.
The doctoral studies are organized in higher education institutions and in scientific research institutions
approved by the Ministry of Education, Research and Youth following the proposals of the National
Council for the Attestation of Academic Degrees, Diplomas and Certificates (CNATDCU) and on the
basis of the accreditation criteria regulated for this purpose. The higher education and scientific
research institutions accredited following these procedures are named Institutions Organizing Doctoral
Studies (IOD.). Each IOD elaborates according to the law its own regulations for the organization and
proceeding of the doctoral studies (including admission), which then are approved by the university
Senate/IOD Scientific Council.
